Monday, 1 December

On Monday, 1 December, the opening ceremony for the Lima Climate Change Conference was held followed by the opening plenaries of COP 20, CMP 10 and the 41st sessions of the SBI and SBSTA. The COP and CMP adopted their agendas and organization of work, followed by opening statements.

The SBI and SBSTA adopted their agendas and organization of work, and opened all of their agenda items addressing, inter alia: adaptation; mitigation; response measures; loss and damage; means of implementation (MOI), including finance, technology transfer and capacity building; market- and non-market-based mechanisms; and reporting by parties. Contact groups and informal consultations convened in the afternoon under the SBI and SBSTA on a number of issues.

Tuesday, 2 December

On Tuesday, 2 December, the opening plenary of the seventh meeting of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP 2-7) took place in the morning. In the afternoon, the ADP contact group on agenda item 3 convened, addressing the draft decision for advancing the Durban Platform, and, in parallel, the elements of adaptation and finance.

Contact groups and informal consultations convened throughout the day under the Subsidiary Body on Scientific and Technological Advice (SBSTA) and Subsidiary Body on Implementation (SBI) on a number of issues. The first meeting of the Fourth Structured Expert Dialogue (SED 4) under the 2013-2015 Review took place in the afternoon.

Wednesday, 3 December

On Wednesday, 3 December, the 20th Conference of the Parties (COP 20) to the UN Framework Convention on Climate Change (UNFCCC) and the 10th Conference of the Parties serving as the Meeting of the Parties (CMP 10) to the Kyoto Protocol reconvened in the morning in plenary to open agenda items.

The Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) contact group on item 3 considered the elements of adaptation and finance in parallel sessions, and mitigation once adaptation had concluded. In the afternoon, the ADP contact group considered the draft decision text for advancing the Durban Platform for Enhanced Action.

A joint COP/CMP contact group also convened on issues related to the Clean Development Mechanism (CDM). A number of informal consultations convened throughout the day under the Subsidiary Body for Implementation (SBI) and the Subsidiary Body for Scientific and Technological Advice (SBSTA).

Thursday, 4 December

On Thursday, 4 December, the UN Climate Change Conference continued in Lima, Peru. The Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) contact group on item 3 continued. In the morning, negotiations on elements took place in two parallel sessions, addressing finance, mitigation, and cooperation and support. In the afternoon and evening, the contact group addressed the draft decision on advancing the Durban Platform for Enhanced Action.

In the morning, a COP contact group addressed climate finance and a joint Subsidiary Body for Implementation (SBI) / Subsidiary Body for Scientific and Technological Advice (SBSTA) contact group discussed the impact of the implementation of response measures. Informal consultations took place under the SBSTA and SBI on a number of issues.

Friday, 5 December

On Friday, 5 December, the first part of the closing plenary of the Subsidiary Body for Implementation (SBI) took place in the afternoon and evening. Throughout the day, the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) contact group on item 3 addressed mitigation, transparency, technology transfer, capacity building and the draft decision on advancing the Durban Platform for Enhanced Action.

Many contact groups and informal consultations took place throughout the day on a number of issues under the SBI and the Subsidiary Body for Scientific and Technological Advice (SBSTA) as parties wrapped up work before the closing of the Subsidiary Bodies.

Saturday, 6 December

On Saturday, 6 December, the closing plenary of the Subsidiary Body for Scientific and Technological Advice (SBSTA) took place in the afternoon and evening. The Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP) plenary convened in the evening.

Throughout the day, the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) contact group on item 3 addressed elements, including transparency, finance, times frames and process related to commitments/contributions and the draft decision on advancing the Durban Platform for Enhanced Action. The ADP convened an informal stocktaking plenary in the evening.

The first working group session of the multilateral assessment under the international assessment and review (IAR) process, under the Subsidiary Body for Implementation (SBI) took place throughout the day.

Monday, 8 December

The UN Climate Conference in Lima, Peru, continued on Monday, 8 December. In the morning and afternoon, the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) contact group on agenda item 3 commented on the new iterations of the the elements for a draft negotiating text and the draft decision on advancing the Durban Platform for Enhanced Action, now called the 'Draft COP decision proposed by the Co-Chairs,' as revised by the Co-Chairs.

Under the Subsidiary Body for Implementation (SBI), the resumed first working group session of the multilateral assessment under the international assessment and review (IAR) process continued throughout the day, followed by the second part of the SBI closing plenary.

In the evening, a joint Conference of the Parties (COP) to the UN Framework Convention on Climate Change (UNFCCC) / Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP) stocktaking plenary convened, and the ADP contact group finished the first reading of the non-paper on elements in parallel sessions. Contact groups and informal consultations under the COP and CMP convened throughout the day.

In the morning, the opening ceremony of the joint high-level segment of the Conference of the Parties (COP) to the UN Framework Convention on Climate Change (UNFCCC) / Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP) took place, and high-level statements were delivered throughout the day.

In the afternoon, a ministerial roundtable on climate finance convened. Throughout the day, the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) contact group on item 3 focused on a draft COP decision on advancing the Durban Platform for Enhanced Action. Informal consultations under the COP and CMP took place throughout the day.

Thursday, 11 December

In the morning, the Lima Climate Action High-Level Meeting took place. The Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) contact group on item 3 briefly convened in the morning and was then suspended pending consultations among negotiating groups on the way forward. The contact group reconvened late in the afternoon but agreement could not be reached on how to move forward.

Informal consultations took place throughout the day under the Conference of the Parties (COP) to the UN Framework Convention on Climate Change (UNFCCC) and Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP). An informal stocktaking plenary took place in the evening. Later in the evening the ADP contact group convened shortly for the ADP Co-Chairs to present a revised draft decision text, which parties agreed to discuss on Friday morning.

Friday, 12 December and Saturday, 13 December

On Friday, 12 December, the closing day of the Lima Climate Change Conference, the closing plenary of the 20th session of the Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC) (COP 20) followed by the closing plenary of the 10th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP 10) convened in the morning to adopt decisions and close various agenda items. The closing plenary was suspended at 1:18 pm.

Under the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP), the contact group on item 3 convened in the morning to consider the revised ‘draft COP decision proposed by the Co-Chairs’ introduced in the contact group on the evening of Thursday, 11 December. COP 20/CMP 10 President Manuel Pulgar-Vidal informed of his appointment of Minister Tine Sundtoft (Norway) and Minister Vivian Balakrishnan (Singapore) to facilitate consultations as well. Parties engaged in substantive discussions on the options in the text. The contact group was suspended at 2:00 pm.

An informal stocktaking plenary convened briefly at 3:00pm, during which ADP Co-Chair Runge-Metzger reported that no agreement had yet been reached. Pulgar-Vidal instructed the ADP contact group to continue through the list of speakers for a further two hours. He also informed that informal consultations undertaken by Sundtoft and Balakrishnan would continue, and that he would continue to undertake consultations as needed.

The ADP reconvened at 4:30 pm with parties continuing to provide their perspectives on the options contained in the draft decision. The ADP contact group on item three adjourned, pending guidance from COP 20/CMP 10 President Pulgar-Vidal, on how to proceed due to the wide differences of views on the revised draft decision.

On Saturday, 13 December, following consultations by Pulgar-Vidal, the ADP contact group on item 3 convened at 2:18 am. ADP Co-Chair Runge-Metzger introduced a revised draft decision, many parties requested further time to read the text and regretted that they had not been consulted on the text. The contact group adjourned at 3:30 am. The closing plenary of the ADP convened at 10:41 am, after a brief statement by the COP/CMP President Pulgar-Vidal encouraging parties to make progress, parties began to consider the draft conclusions. Parties could not agree on the draft decision and the ADP Co-Chairs referred the draft decision to COP 20/CMP 10 President Manuel Pulgar-Vidal on their own authority. ADP 2-7 was adjourned at 1:31 pm and will resume in Geneva, Switzerland, in February 2015.

At 5:20 pm COP closing plenary resumed to adopted agreed items and was suspended at 5:50 pm. The CMP closing plenary then resumed and following election of officers suspended at 5:53 pm.

Following consultations on the draft decision, the COP closing plenary resumed at 11:37 pm to adopt the report of ADP 2-7. COP 20/CMP 10 President Manuel Pulgar-Vidal then presented the revised draft decision, explaining that it is a product of parties work and “with it we all win.” The closing plenary suspended at 11:53 pm to allow parties time to consider the revised text.

On Sunday, 14 December, the COP closing plenary resumed at 1:23 am and the decision advancing the Durban Platform for Enhanced Action, now called the “Lima Call for Climate Action” was adopted. COP 20 closed at 3:04 am and CMP 10 closed at 3:07 am.
