Highlights from the first extraordinary session, 26 November 2007
The Conference of the Parties at its eighth session (COP 8) did not complete consideration of agenda item 6 on the programme and budget for the biennium 2008-2009. Upon recommendation of the Committee of the Whole, the Conference decided to convene an extraordinary session of the COP (ESCOP) to agree on the level of increase in the Convention's budget, without reopening negotiations on the remaining text in draft decision ICCD/COP(8)/L.27.
The ESCOP convened at UN headquarters in New York on Monday, 26 November. Delegates met in plenary and a contact group, and undertook extensive consultations to reach agreement on whether the budget would include a 5% euro value increase over the 2006-2007 budget level, a figure that almost achieved consensus in Madrid, a zero growth budget, which was called for by Japan in Madrid, or some point in between. Several proposals were presented and defended during the ESCOP, ranging from 0% euro value growth to 5% euro value growth. The final decision will amount to 4% euro value growth for the biennium 2008-2009, with 2.8% to be assessed from all parties and 1.2% to be contributed as a voluntary contribution by the Government of Spain. The extraordinary session was gaveled to a close at 3:58 am.
