On Monday, Parties met to discuss: Articles 5, 7 and 8; LULUCF under the
CDM; P&Ms; UNFCCC Article 6 (education, training and public
awareness); non-Annex I national communications; the financial mechanism;
and R&SO. Draft conclusions and decisions on LULUCF under the CDM and
Articles 5, 7 and 8 were agreed, and forwarded to the SBSTA and COP/MOP-1.
Several
informal contact groups were also convened throughout the two days.

ARTICLES 5, 7 AND 8: |
|
The contact group on Article 5, 7 and 8 met Monday
morning to consider and approve a new draft of the pending parts of the
guidelines under Article 7, namely, the sections on 'information on
emission reduction units (ERUs), certified emissions reductions (CERs),
assigned amount units (AAUs) and removal units (RMUs)' and 'national
registries,' and the pending sections under Article 8, on: review of
information on assigned amounts pursuant to Article 7.3 (frequency of
submissions) and 7.4, ERUs, CERs, AAUs and RMUs; review of national
registries; and expedited procedure for the review of the reinstatement
of eligibility to use the mechanisms.

R&SO:
|
The group on research and systematic observation met Monday evening to
consider revised draft conclusions presented by the co-chairs. New
paragraphs were included, highlighting key issues emerging from a side
event earlier in the day, which consisted of an exchange between SBSTA,
the IPCC and several international research programmes. |
|
Chair Barrell stressed the need for the group to
achieve agreement, and some outstanding issues from Saturday were
resolved. |
|
Following minor revisions, Parties agreed on key issues in the dialogue
between the IPCC, international research programmes and SBSTA. |

LULUCF
AND CDM: |
|
Parties
discussed socioeconomic and environmental impacts
during Mondays session on LULUCF/CDM.

The
Eighth Conference of the Parties (COP-8) to the UNFCCC continued to meet
today in contact group sessions of the SBSTA and SBI. The SBSTA convened
contact groups on guidelines under Article 5, 7, and 8 of the Kyoto
Protocol; issues relating to registries under Article 7, paragraph 4 of
the Kyoto Protocol; LULUCF/CDM; research and systematic observation and
"good practices" in policies and measures among Parties
included in Annex I to the convention. The SBI met in two session

Co-chaired by Sue Barrell (Australia) and S.K. Srivastav (India),
the contact group met in the morning, afternoon and evening on Saturday
to discuss the Chair's conclusions. |

Delegates
could not agree on a proposal by the Russian Federation to reference
research priorities in support of the ultimate objective of the UNFCCC.

LULUCF/CDM: |
Co-Chair Thelma Krug (Brazil) invited Parties to
consider the definition of additionality in the Marrakesh Accords. |
|
|
TUVALU and INDIA stressed the importance of impact
assessments.

On Saturday evening, Parties discussed a working text on improved
guidelines for the preparation of non-Annex I national communications,
which had been addressed informally throughout the day. Delegates made
progress in removing a number of brackets, but disagreement remained on
text in the introductory section. |
