 This article, which was commissioned by EPRI, analyzes the problem of "overselling," elaborates a framework for evaluating liability rules, and applies this framework to evaluate proposals that appear in the Chairmen's negotiating text on mechanisms.

This article describes Van Ness Feldman's own proposal for a liability rule:  the "Hybrid Option."  Earlier presentations of this proposal influenced the development of a number of the other "hybrid liability" proposals currently gaining currency in the international negotiations.  The "Hybrid Option" would use annual emission inventories to estimate how many AAUs each Annex B Party will need to cover its commitment period emissions.  These estimated non-surplus AAUs may be traded subject to buyer liability only.  Each Party's estimated surplus AAUs may be sold subject to seller liability.  

2) UNEP/GRID-Arendal - Vital Climate graphics 

UNEP/GRID-Arendal, in cooperation with the IPCC secretariat, UNEP Nairobi and CICERO at the University of Oslo, have prepared a set of 40 graphics presenting the Greenhouse effect, climate change and potential impacts.

11) International Petroleum Industry Environmental Conservation Association

The report of an IPIECA workshop held in Milan earlier this year on Opportunities, Issues and Barriers to the Practical Application of the Kyoto Mechanisms is now available on the IPIECA website ( http://www.ipieca.org   in the "what's new" section). This report summarizes the presentations and discussions during the four main sections of the workshop - an overview, emissions trading, project activity and the breakout groups discussions. New Country-by-Country Analysis Reveals Global Hotspots: www.tyndall.uea.ac.uk/press.htm  A new analysis published on 9th November by the Tyndall Centre for Climate Change Research for the first time identifies for individual countries past and estimated future rates of climate change.

18) US Global Change Research Program

The US Global Change Research Program (USGCRP) has unveiled its improved web site at www.usgcrp.gov . The site has been upgraded to better serve the public, the scientific community and participating government agencies. The $1.7 billion/year USGCRP is coordinated through the National Science and Technology Council's Committee on Environment and Natural Resources, and embraces activities in 9 separate Federal agencies.
