Highlights from Friday 1 November 2002

Delegates adopt the Delhi Declaration on Climate Change and Sustainable Development and the Closing Plenary of COP-8 adjourns at 8:54 pm.


In the closing plenary, Parties remarked on the Delhi Declaration on Climate Change and Sustainable Development. Several Parties, including Nigeria, Saudi Arabia, Venezuela for the G-77/China and the United States expressed their support of the Declaration. Others Parties, including the EU, Bulgaria, Tuvalu, Japan, and Canada, expressed disappointment in the lack of a forward-looking sentiment in the Declaration.

Environment Ministers and other heads of delegation battled to reach consensus on on the Delhi Declaration until 6:00 AM. Positions remain entrenched on whether to begin a dialogue on broadening developing country commitments.

Update from Friday 1 November 2002
9:00 a.m. (+5.5 GMT)
Delegates discussed the Delhi Declaration in an informal group until 5:30 am, and continued deliberations upon returning to the conference centre as the COP took up its remaining agenda items in the Main Plenary Hall.
The SBI will meet at a time to be announced, and the final COP plenary is expected to be held in the evening.
The SBI will take up issues on non-Annex I national communications, including the improved guidelines, work of the Consultative Group of Experts (CGE), and provision of financial and technical support. They are also expected to adopt conclusions on the financial mechanism.
The COP is expected to adopt decisions relating to: the review of the implementation of commitments and of other provisions of the UNFCCC; preparations for COP/MOP-1; administrative and financial matters; a request from a group of countries of Central Asia and the Caucasus, Albania and Moldova regarding their status under the UNFCCC; organizational matters; and reports of the SBI and SBSTA.
