POZNAŃ CONFERENCE CONCLUDES

COP 14 and COP/MOP 4 have drawn to a close shortly before 3:00 am on Saturday morning.

The conference has concluded with adoption of the COP and COP/MOP reports. In his closing speech, COP and COP/MOP President Nowicki stated that, despite disappointment over the lack of a positive outcome on the share of proceeds issue in the group considering the second review of the Protocol under Article 9, Poznań had still been productive and provided momentum towards Copenhagen. Noting the needs of the poorest and most vulnerable, he highlighted the resolution of the issue of the legal capacity of the Adaptation Fund Board as an important achievement, which he said will help move forward on adaptation action. He also highlighted agreement on the Poznań Strategic Programme on Technology Transfer, and progress in discussions on REDD and the LDC Fund.

Wishing delegates well for the next year’s negotiations, he declared the meeting closed at 2:59 am.

Progress has been reported as only the issue of "share of proceeds" apparently remains outstanding. The COP has completed most of its work as the COP/MOP begins its plenary session.

9:30 pm Live Update

A late night of negotiations are looking likely as negotiators remain locked in talks. According to sources, outstanding issues include share of proceeds, carbon capture and storage, and the Adaptation Fund.

7:00 pm Live Update

The COP and COP/MOP are still meeting at 7:00 pm Friday evening, with the high-level segment drawing to a close. Observer organizations are currently making presentations in plenary, while negotiators are seeking to finish their work on final outstanding issues behind closed doors. The issue of "share of proceeds" from certified project activities reportedly remains as the main outstanding issue
