Second Meeting of the Ad Hoc Open-ended Working Group on Review of Implementation of the Convention (WGRI 2)

Highlights for Thursday, 12 July 2007

On Thursday, WGRI 2 delegates met in plenary to consider draft recommendations on: the Global Biodiversity Outlook (GBO); inputs to the Strategic Plan; options and a draft strategy for resource mobilization; operations of the Convention; streamlining guidance to the GEF; and implementation of goals of 2 and 3 of the Strategic Plan. A Friends of the Chair group on actions by parties in developing, implementing and revising NBSAPs also convened throughout the day.


Global Biodiversity Outlook

  Risa Smith, Canada, urged full use of “authoritative and independent scientific sources” in GBO 3.   Gunn Paulsen, Norway, supported finalizing GBO 3 at SBSTTA 14 rather than by 2009.  
  Doug Laing, Australia.   Anne Teller, European Community.   Antonio Matamoros, Ecuador.  
  Hesiquio Benitez, Mexico.   Shirin Karryeva, Turkmenistan.  

Inputs to the Strategic Plan

  Girma Balcha, Ethiopia, suggested that current efforts in implementing the CBD Strategic Plan should also focus on the application of the ecosystem approach.   Stefan Leiner, European Community, on behalf of the EU, recommend that the revision should be based on GBO 3.  
  Ole Hendrickson, Canada, proposed referring to national outcomes, rather than targets.   Simon Rae, New Zealand, noted that the EU proposal goes beyond WGRI’s mandate.  

Options and Draft Strategy for Resource Mobilization

  José Luis Sutera, Argentina, supported holding informal consultations on the development of a strategy alongside intersessional CBD meetings before COP 9.   Fernando Coimbra, Brazil, supported inviting regional economic integration groups to provide comments on a resource mobilization strategy.  

Operations of the Convention

  James Seyani, Malawi, on behalf of the African Group, requested a list of retired and superseded decisions to be published on the Convention's website.   Li Ting, China, proposed that the Executive Secretary prepare the list of observers for the COP’s consideration.   Luz María Ortiz, Mexico, pointed to clear participatory mechanisms under other UN bodies, and opposed informal consultations.  

Streamlining Guidance to the GEF

  Anne-Katrin Pfeiffer, Germany, on behalf of the EU, and Djamel Echirk, Algeria, requested that the Executive Secretary transmit the four-year framework for programme priorities to the GEF Council.   Nabil Hamada, Tunisia, suggested a mid-term review of the RAF with broad participation of all parties.  
  Colette Edith Ekobo, Cameroon.   Letchumanan Ramatha, Malaysia.   Glauco Seoane, Peru.  

Implementation of Goals 2 and 3 of the Strategic Plan

  Tulshi Bhakta Prajapati, Nepal.   Fernando Pérez, Chile.   Nenenteiti Teariki-Ruatu, Kiribati.  
  Robert McLean, Canada, proposed to reaffirm the need for regional and subregional meetings to discuss national experiences in implementing NBSAPs.   Annemarie Watt, Australia, expressed concern with requesting the Executive Secretary to organize capacity-building workshops on a regular basis with resources from the mandatory Trust Fund.  


Actions by Parties in Developing, Implementing, and Revising NBSAPs

Participants debated at length, inter alia, references to the establishment of national and subnational targets, references to indigenous and local communities, and mobilization of financial resources. The group could not reach agreement on how to refer to the ecosystem approach, with informal consultations continuing into the evening.
