The last day of deliberations was marked by lengthy debates on the wording of the report of the meeting. Prolonged discussions on seemingly trivial or procedural details indicated continuing deep divergences among parties on key issues, and the need for measures to build trust and common understanding towards a successful conclusion of the process.
Among other things, delegates debated whether to leave open the possibility for virtual meeting formats and whether to include elements from stakeholder statements in the report when these were not explicitly supported by parties. The Co-Chairs wished to keep the report broad to reflect the overall focus of discussions, noting they have taken due note of all specific interventions and will reflect on these in their future work. Some parties, however, attempted to incorporate their preferred option or language on the three key issues: digital sequence information; expansion of Annex I; and payment structure and rates for enhancing benefit-sharing.
Closing statements highlighted the significant workload ahead and the need for parties and observers to live up to expectations and conclude the process of enhancing the Multilateral System by the eleventh meeting of the Governing Body in 2025.
Following the customary exchange of courtesies, Co-Chair Archak drew attention to the work of the Earth Negotiations Bulletin (ENB), noting that ENB makes sure the world is watching.
