12:27: Draft decision on Programme and budget for the biennium 2012-2013 distributed, COW begins consideration of the draft

12:13 am: Budget contact group completed its work several hours ago. Delegates milling around the plenary hall, waiting for the budget decision to be distributed.

On Friday, 21 October 2011, delegates convened for the final meeting of CRIC 10, discussed and agreed on all of its outstanding decisions, and closed at 5:25 pm. The COW convened shortly thereafter, to work through its outstanding decisions. As of 5:30 pm, all contact groups except for the group working on the budget decision had concluded their work.

UNCCD COP 10 delegates convened in the CRIC during the afternoon, where delegates considered and agreed on four draft decisions. During the evening, the COW considered and agreed on six draft decisions. The Rio Conventions Pavilion held a closing reception, and side events and contact groups also took place during the day.

On Wednesday, 19 October, UNCCD COP 10 delegates participated in a panel discussion on the mid-term evaluation of the Strategy during the morning. During the afternoon, they engaged in an open dialogue with CSOs, focusing on the theme “Dynamics, challenges and opportunities for civil society in implementing the UNCCD on the ground in the context of the Changwon Initiative.” An evening meeting of the Committee of the Whole discussed agenda items related to the programme and budget, election of officers of the CST and procedures for the participation of CSOs, among other items. Presentations at the Rio Conventions Pavilion focused on the theme “Poverty Reduction and the Rio Convention.” Side events and contact groups also took place during the day.

During the second day of the High-level Segment, UNCCD COP 10 delegates concluded their roundtable on addressing desertification, land degradation and drought (DLDD) as a cornerstone of the green economy, and held a roundtable on harnessing scientific knowledge for combating DLDD. The High-level Segment concluded with the consideration of the “Changwon Initiative.” Presentations at the Rio Conventions Pavilion focused on the theme “Engaging indigenous peoples and local communities in sustainable land management.” Side events, the Sustainable Land Management Business Forum and contact groups also took place during the day.

On Monday, 17 October, UNCCD COP 10 delegates participated in the first day of the two-day High-level Segment. In addition to hearing statements from the Prime Minister of the Republic of Korea, ministers and other dignitaries, and video messages from the UN Secretary-General and the Prince of Wales, the High-level Segment was organized into two roundtables, which focused on “Desertification, land degradation and drought and food security: Preserving the resource base for our food security” and “The UNCCD in the context of the Rio+20: Addressing desertification, land degradation and drought as a cornerstone of the Green Economy.” Events at the Rio Conventions Pavilion focused on the theme “Gender and the Rio Conventions.” Side events, the Sustainable Land Management Business Forum, and contact groups also took place during the day.

Delegates at UNCCD COP 10 convened in Plenary during the morning for an open dialogue with CSOs focused on “Sustainable land management technologies including adaptation and resilience.” In the afternoon, the Committee of the Whole discussed the budget, the communication strategy and regional coordination mechanisms. The Plenary reconvened in the evening to review the recommendations of the Committee on Science and Technology, which it ultimately adopted. Contact groups on the budget, iterative process and GM convened in the evening.

On Thursday, 13 October 2011, delegates at UNCCD COP 10 convened in the Committee on Science and Technology (CST) and the Committee for the Review of the Implementation of the Convention (CRIC) during morning sessions. The contact group on CST issues met all afternoon and evening to complete negotiations on its draft decisions, following which delegates convened for the final CST during a night session and completed its work at 11:57 pm. The other contact groups convened in the evening.

Delegates at UNCCD COP 10 convened in the CST and CRIC throughout Wednesday, 12 October 2011. The CST exchanged views on the organization of scientific advice to support the UNCCD process, among other issues. The CRIC discussed, inter alia, reporting procedures and draft modalities, criteria and terms of reference for the mid-term evaluation of the strategy, among other issues. Four contact groups met in the evening to discuss CST, GM, budget and iterative process issues.

Delegates at UNCCD COP 10, which is meeting in Changwon, Gyeongnam, Republic of Korea, from 10-21 October 2011, convened in the Committee of the Whole (COW), Committee on Science and Technology (CST) and Committee for the Review of the Implementation of the Convention (CRIC) to commence their consideration of a very full agenda. The COW discussed the programme and budget and the follow-up to the assessment of the Global Mechanism by the Joint Inspection Unit. The CST discussed the development and implementation of impact indicators relating to the measurement of strategic objectives 1, 2 and 3 of the Strategy, the preparation of the UNCCD 2nd Scientific Conference, and the role and responsibilities of science and technology correspondents. The CRIC discussed multi-year workplans of the Convention’s institutions and subsidiary bodies and assessment of the implementation of the Convention against performance indicators. Four contact groups were created during the course of the day, and three held their first meeting during the evening.

The tenth meeting of the Conference of the Parties to the UN Convention to Combat Desertification (UNCCD COP 10) opened on Monday afternoon, 10 October 2011, in Changwon, Gyeongnam, Republic of Korea, with a welcoming ceremony. COP 10 delegates then participated in an afternoon opening session, during which they elected Bureau members and heard opening statements by the COP 10 President, UNCCD Executive Secretary and regional and interest group representatives.

Organized by the UNCCD Secretariat and hosted by the Government of Republic of Korea, UNCCD COP 10 will take place from 10-21 October 2011, in Changwon, Republic of Korea.

Delegates at COP 10 will consider agenda items related to, inter alia: the 10-year strategic plan and framework to enhance the implementation of the Convention (2008–2018); the programme and budget; the evaluation of existing and potential reporting, accountability and institutional arrangements for the Global Mechanism; mechanisms to facilitate regional coordination of the implementation of the Convention; progress in the implementation of the comprehensive communication Strategy; procedures for the participation of civil society organizations in meetings and processes of the UNCCD; and maintenance of the roster of experts and creation, as necessary, of ad hoc panels of experts.

In addition to the COP, a number of additional meetings and segments will take place. The tenth meeting of the Committee on Science and Technology (CST 10) is tentatively scheduled to meet from 11-13 October. The tenth meeting of the Committee on the Review of the Implementation of the Convention (CRIC 10) is tentatively scheduled to meet for a period a three and one-half days between 11-20 October. Two half-day open dialogues with civil society are scheduled to take place on 14 and 19 October. A special segment, consisting of three round table discussions among Ministers and other officials, will take place from 17-18 October. And an interactive dialogue session with Members of Parliament on 13-14 October also will take the form of round table discussions, with any outcome from the roundtable discussions expected to be communicated to COP 10 for consideration.
