The
World Summit on Sustainable Development

Indonesia | 25 May - 7 June 2002 Fourth Preparatory Committee (WSSD PrepCom IV) Monday, 27 May Delegates met in a morning Plenary session to hear statements from Nabiel Makarim, Indonesian Environment Minister, Nitin Desai, Secretary-General for the WSSD, Hans Hoogeveen, the Netherlands, and Tuiloma Neroni Slade, Samoa. Delegates also adopted the agenda and the organization of work, and briefly addressed accreditation of intergovernmental organizations and NGOs. The Multi-stakeholder dialogue segment began in the afternoon, and delegates heard statements on sustainable development governance. Working Groups I and II met throughout the day and contact groups also convened on energy, oceans and good governance. |

Indonesian environment minister Nabiel Makarim highlighted three main issues to be addressed: poverty eradication, unsustainable patterns of production and consumption, and environmental protection. He said a spirit of partnership and mutual trust was critical. |

Nitin Desai, Secretary-General for the WSSD, said delegates must come to closure on the programme of action for strengthening implementation of Agenda 21. He stressed the need for time-bound targets and commitment to resources to ensure implementation of the action plan that will be agreed on, and reiterated five critical areas to address: water, energy, health, agriculture and biodiversity. He hoped for a programme for implementing Agenda 21 that everyone can feel proud of, and that can be referred to as the Bali Commitment. |

Hans Hoogeveen, the Netherlands, on behalf of the President of the Sixth Conference of the Parties to the Convention on Biological Diversity, reported on the CBD COP-6. He also noted the importance of sustainable use of biodiversity and poverty eradication, and the implementation of the plan of action. |

Delegates adopted the agenda and PrepCom Chair Emil Salim introduced agenda items on organization of work, accreditation of intergovernmental organizations and accreditation of NGOs. Regarding NGO accreditation, he, inter alia, suggested that a decision regarding accreditation of the Tibetan Center for Human Rights and Democracy be deferred until the Friday Plenary session on 31 May. | |
Tuiloma Neroni Slade, Samoa, discussed the results of the third meeting of the UN informal consultative process established by the General Assembly on Developments in Ocean Affairs. He also noted that this year is the 20th anniversary of the opening for signature of the UN Convention on the Law of the Sea (UNCLOS) and that UNCLOS was approaching universal participation. |

Monique Essed-Fernandes, Women's representative, said the existing power structure must be dismantled. She called for effective government policies, conditions and institutions for implementation of sustainable development governance, and permanent status in the UN for civil society to ensure more effective partnerships, and urged adoption of a convention on corporate accountability. |

Ching Chabo, Trade Unions representative, called for the examination of personal consumption and noted the need for collective agreements to include clauses on sustainable development and environmental issues. |
|
Joji Cariño, Indigenous Peoples' representative, said government structures must strive for greater equity, transparency and accountability. She called for respect for indigenous territories and for self-determination, and sustainable development governance at all levels. She said the Decade for Indigenous Peoples should culminate in the convening of a world conference on indigenous peoples' sustainable development, asked donors to establish funds for indigenous peoples' sustainable development, and called for a legally binding convention on corporate accountability. |

Henry Shillingford, NGO representative, emphasized participatory rights in decisionmaking, corporate responsibility and governance. He said the WTO and international financial institutions are more powerful than the UN, threaten the goals of the WSSD, and that the current Chairman's text aggravates the imbalance of the three pillars of sustainable development. He called for, inter alia, affirming the primacy of multilateral environmental agreements in relation to WTO rules. Stating that the voluntary corporate responsibility initiative is inadequate, he called for a legally binding framework on corporate accountability and liability under the UN. |

Kaarin Taipale, Local Authorities representative, stressed that local governance is an integral part of sustainable development and assists in effectively implementing national strategies. |

Afifa Raihana, Youth representative, called for corporate accountability and debt cancellation. She said youth must be equally and fairly represented at all levels of decisionmaking, called for full participant status for youth, not only as observers, and said money currently spent on the military should be redirected to building capacity of youth. |

Rémi Bailhache, Farmers' representative, emphasized ensuring food security and safety. He said that pricing policies must be taken into account at the international level, and policies must deal with domestic market management and free market competition. He also emphasized developing rural areas and rural enterprises. |
|
Lord Holme, Business representative, welcomed the combination of Type 1 and Type 2 initiatives in the WSSD. He noted that the Summit should be more than just a meeting of Heads of State, and be more a meeting of stakeholders. He also stressed the important role of partnerships at the local level and how they can provide a model for partnerships at the national level. |

During
the dialogue discussion, the issue of water management was debated.
Litha Musyimi-Oyana, Women's representative (right) said women must play a central
role in the governance of water. Business supported privatizing water
as an effective means of increasing efficiency. NGOs said community-level water management has proven to be very effective.
