DECLARATION

Delegates met to discuss the proposed Declaration, tabled by the G-77/China, late in the negotiation process. All agreed that there should be a Declaration, but participants were not ready to negotiate the final text. Consensus focused on the need for a short statement that focused on the main cross-cutting themes. Four parts were envisaged for the text: a preamble noting the need for action and referencing past international instruments and World Conferences for Women; a description of the global environment; a prescriptive statement focused on creating an enabling environment; and a statement of commitment. The Beijing Declaration will be drafted entirely at the FWCW.
