On Tuesday morning, 27 January, delegates convened in Plenary to hear statements by Ministers, Heads of Delegation, observer States and Heads of Organizations. In the afternoon, participants engaged in two panel discussions on enhancing competitiveness, and promoting cultural diversity, developing cultural industries and empowering youth. The drafting group met throughout the day to continue deliberations on the draft Strategy for the further implementation of the BPOA.
