Highlights for Monday, 3 July 2006

The twenty-sixth meeting of the Open-ended Working Group (OEWG-26) of parties to the Montreal Protocol on Substances that Deplete the Ozone Layer opened in Montreal, Canada today. After adding several items to the agenda, delegates adopted the revised agenda and approved the organization of work before commencing discussion of the substantive items on the agenda, including: issues arising out of the 2006 TEAP progress report; new nominations for essential-use exemptions for 2007 and 2008; difficulties faced by some Article 5 countries manufacturing CFC-based MDIs; and treament of stockpiled ODS relative to compliance.

A contact group convened in the evening to discuss the difficulties faced by some Article 5 parties in moving toward the phase-out of manufacturing MDIs containing CFCs.

Ayite-Lo Nohende Ajavon (Togo), Co-Chair of the Scientific Assessment Panel, reported on progress toward the 2006 Assessment of the Panel
Members of the TEAP and its Technical Options Committees discussed highlights from their May 2006 progress report
In the afternoon, Rajiv Makin, India Tourism Development Corporation, presented an overview of logistical arrangements for MOP-18, to be held in New Delhi, India in November 2007. Noting that MOP-18 would coincide with the festival of Divali, he urged delegates to consult http://www.mopindia.com to arrange accommodation as soon as possible.

Review of nominations for essential-use exemptions for 2007-2008
The US (below) explained that it would continue to account for inventories in its domestic process, and sought clarification from the EC on its essential-use nominations.

The EC (above) noted its willingness to review its essential-use nominations in light of new developments and proposed limiting the domestic allocation of CFCs to companies that have made best efforts to develop and seek approval of CFC alternatives.

Nigeria (below), supported by the African Group and Mexico, asked that the essential-use nominations by the Russian Federation be subject to the full TEAP evaluation process before being approved.
