The Preparatory Segment of the twenty-sixth Meeting of the Parties to the Montreal Protocol (MOP26) and the tenth meeting of the Conference of the Parties to the Vienna Convention (COP10) opened on Monday, 17 November 2014, in Paris, France. In the morning, delegates heard opening statements from dignitaries and discussed, inter alia: budgetary issues; extension of the trust funds and replenishment of the MLF.

In the afternoon, delegates addressed essential-use exemptions (EUEs), critical-use exemptions (CUEs), a global exemption of controlled substances for laboratory and analytical uses, the availability of recovered, recycled or reclaimed halons, measures to facilitate the monitoring of trade in HCFCs and substituting substances, and the releases, breakdown products and opportunities for reduction of releases of ODS.

The Budget Committee and the contact group on the MLF replenishment met during the day.

The Preparatory Segment of the Vienna Convention (VC) COP10 and Montreal Protocol (MP) MOP26 continued on Tuesday, 18 November 2014, in Paris, France. In the morning, delegates heard progress reports on discussions in the contact groups on the MLF Replenishment, CUE nominations and monitoring of trade. Delegates also resumed their deliberations on the releases, breakdown products and opportunities for reduction of ODS.

In the morning and afternoon, delegates addressed the final Report by the TEAP on ODS Alternatives. The afternoon plenary session saw delegates discuss proposed amendments to the Protocol.

The Budget Committee and the contact groups on the MLF replenishment, CUE nominations and monitoring of trade also met during the day.

In the morning, delegates heard progress reports on discussions in the contact groups on the MLF replenishment, CUNs and EUNs, and monitoring of trade. Delegates also addressed the renomination and reappointment of co-chairs and members of the TEAP and its TOCs, compliance and reporting issues, report of the ninth meeting of the Ozone Research Managers (ORMs) of the parties to the VC, and the General Trust Fund.

The High Level Segment (HLS) of the Vienna Convention (VC) COP10 and Montreal Protocol (MP) MOP26 opened on Thursday, 20 November 2014, in Paris, France. The Preparatory Segment continued its work in contact groups throughout the day.

In the morning, during the HLS, delegates heard statements from heads of delegation, as well as an update on outstanding work from the Preparatory Segment, including the Budget Committee and contact groups on the MLF Replenishment and alternatives to ODS.

Statements from heads of delegation, and contact groups continued into the afternoon.
In the evening, participants attended a reception hosted by the French Ministry of Ecology, Sustainable Development and Energy, and the Ozone Secretariat.

The High Level Segment (HLS) of the Vienna Convention (VC) COP10 and Montreal Protocol (MP) MOP26 convened for its final day on Friday, 21 November 2014, in Paris, France. The Preparatory Segment continued its work in contact groups as well as in plenary throughout the day.

In the morning, during the HLS, delegates took part in a ministerial roundtable on the future challenges for the MP, as well as heard statements from heads of delegation. The Budget Committee, and contact groups on the MLF Replenishment and alternatives to ODS continued to meet in the morning and afternoon. Informal discussions on the proposed amendments on HFCs management also took place.
Plenary reconvened late in the afternoon, with both the Preparatory Segment and HLS considering outstanding agenda items, for a number of which further consultation time was granted. Plenary reconvened late on Friday evening, when the Preparatory Segment was able to conclude its work on: ODS alternatives; MLF Replenishment; proposed amendments to the MP; and the budget. The HLS adopted the decisions and the meeting reports. The meeting was closed at 12:00 am.
