9th Consultative Process Opens in New York

The ninth meeting of the United Nations Open-ended Informal Consultative Process on Oceans and the Law of the Sea (Consultative Process or ICP) opened on Monday, 23 June 2008, at UN headquarters in New York. Delegates convened in Plenary in the morning, to hear opening remarks, address organizational matters and exchange views on concerns and actions needed. In the afternoon, a discussion panel on maritime safety and security was held.

Discussion Panel: Overview of Threats to Maritime Security
Nancy Karigithu, Director, Kenya Maritime Authority, discussed Kenya's role in combating piracy and armed robbery against ships in waters off the coast of Somalia.		Stuart Kaye, University of Melbourne, Australia, gave an overview of threats to maritime security and their impacts.
Arif Havas Oegroseno, Department of Foreign Affairs, Indonesia, discussed challenges in implementation and enforcement of maritime security, with a focus on piracy and armed robbery.	Yoshiaki Ito, Executive Director, ReCAAP ISC, discussed the Asian experience in combating piracy and armed robbery at sea.	Pottengal Mukundan, Director, International Maritime Bureau, discussed trends in reported attacks on ships in waters off Somalia and Nigeria.

Side Events
A side event on "Advancing Ecosystem Management and Integrated Coastal and Ocean Management in the Context of Climate Change: Special Focus on Maritime Security and Safety" was organized by the Permanent Mission of Seychelles, the Indonesian Ministry of Marine Affairs and Fisheries, the Government of Viet Nam, and the Global Forum on Oceans, Coasts and Islands.
Greenpeace International presented a side event on "IUU Fishing: Tools for Curbing High Seas Fish Pirates."
