Vienna Convention and Montreal Protocol on Substances that Deplete the Ozone Layer


Delegates arrive for the third day of the 34th Meeting of the Parties to the Montreal Protocol.

On the last day of the preparatory segment, delegates to the 34th Meeting of the Parties (MOP 34) to the Montreal Protocol primarily worked in contact groups. They sought to achieve as much progress as possible on issues ahead of the high-level segment, which will be held on Thursday and Friday.

Given the full agenda scheduled for the high-level segment, Open-Ended Working Group Co-Chair Martin Sirois (Canada) cautioned delegates that contact groups that want to continue meeting will need to make a convincing case they can complete their work. With ten groups established, including the budget committee, he also warned that the MOP might have to prioritize the work of some groups over others in the remaining days of the meeting.

Contact Groups

Contact groups work in high gear to finish their draft decisions ahead of Thursday’s high-level segment.

Following the suspension of plenary, delegates convened in a series of contact and informal groups, including on:

  • Energy efficiency;
  • Terms of Reference for the Multilateral Fund replenishment study;
  • Hydrofluorocarbon baselines for Article 5 countries;
  • The African States’ proposal on dumping of inefficient appliances;
  • Institutional processes;
  • Gaps in monitoring/carbon tetrachloride; and
  • Stocks of methyl bromide and quarantine and pre-shipment uses.

Delegates reconvened in the late evening for a short plenary session. Co-Chair Sirois reported that all groups had requested more time and said that every group would be given at least one additional hour to work. He reiterated, however, that this would be the last hour available for at least some of the groups.
