First Meeting of the Friends of the Co-Chairs on Liability and Redress under the Cartagena
Protocol on Biosafety

	Highlights for Friday, 27 February 2009 Delegates to the first meeting of the Friends of the Co-Chairs on Liability and Redress met throughout the day to consider a draft supplementary protocol on liability and redress to the Biosafety Protocol. Delegates considered continued deliberations on: response measures and restoration; limitation to the authorization at the time of import of the LMO; causation; non-parties; and the primary compensation scheme, including the definitions of restoration measures, operator and the roles and functions of the competent authority. When considering the meeting’s report, delegates decided to add language stating that another meeting of the Group of Friend’s of the Co-Chairs will be held in Kuala Lumpur, Malaysia in early 2010. The meeting agreed to further negotiate the draft supplementary protocol on the basis of the draft protocol text, contained in an appendix to the meeting’s report
