As is usual for the day before the closing of the Subsidiary Bodies (SBs) to the UN Framework Convention on Climate (UNFCCC), parties were frantically trying to make progress, especially on issues that will not be considered during the second week of the Conference of the Parties (COP). Agreement was found on issues such as the reporting tools under the Paris Agreement’s enhanced transparency framework and the formal arrangements with the Board of the new Loss and Damage Fund.

On most issues agreement remained elusive, however. With no agreement in sight in Baku, parties are pushing the further consideration of linkages between the Technology Mechanism and the Finance Mechanism six months down the road, with the second review of the Standing Committee on Finance to be taken up again a year from now.
Across rooms, parties called for the SB Chairs to consult on the way forward and avoid similar delays. Adaptation negotiations were especially contentious again. Even those specifically focused on the least developed countries, which by all accounts are in dire need of multilateral support, were held up by disagreements over the respective role of the governing bodies of the Convention and the Paris Agreement—a question of procedures and principles.
In the evening, delegates heard a brief update on negotiations toward defining a new finance goal. While the latest draft text is ten pages shorter than the previous one, much remains to be sorted and parties were invited to continue their consultations thereon overnight. Their room is reserved until 7:00 am.
