For the second time since the Convention entered into force in 1996, the UN Convention to Combat Desertification (UNCCD) convened an extraordinary session (ES-2) of its Conference of the Parties (COP) in December 2021. The decision by the COP Bureau, at its meeting in June 2021, was in response to the continued postponement of the UNCCD COP 15—originally scheduled to take place in late 2021—due to the COVID-19 pandemic. COP 15 is now expected to take place in Côte d’Ivoire in mid-2022.
The purpose of UNCCD ES-2 was to adopt a draft interim budget outlining human and financial resources requirements as well as programme priorities for 2022. This enabled the Convention and the Secretariat to continue functioning until COP 15 can take place. In accordance with UNCCD rules, the session took place under the silence procedure from 12:30 pm CET (UTC+1) on Monday, 6 December 2021, upon transmission of the written statement of the COP President. With silence unbroken through a written comment, the session closed at 12:30 pm CET on Thursday, 9 December, following which the decision was considered adopted.
The first-ever UNCCD extraordinary session convened in November 2007 in New York following the deferment of budget negotiations at COP 8 in Madrid.
