Elena Kosolapova is a Content Editor for climate change policy at the SDG Knowledge Hub and Team Leader and Editor with Earth Negotiations Bulletin. A Russian and Dutch national with a background in international environmental law and climate change law, Kosolapova has covered the UNFCCC, IPCC, GEF, and related processes for many years.
Elena Kosolapova’s work has focused on adaptation and loss and damage, as well as interlinkages between climate change, biodiversity, and sustainable development. With ENB since 2011, she has often edited ENB reports and led coverage of multilateral climate finance and other negotiations.
Kosolapova has consulted governments on a range of issues under negotiation at the UNFCCC, including mitigation, adaptation, and loss and damage, and has published widely on her areas of expertise.
Previously with the University of Amsterdam, Kosolapova has taught climate change law and researched climate change liability at the domestic and international levels. Her monograph, Interstate Liability for Climate Change-related Damage, explores avenues towards international responsibility of heavily emitting States.
Kosolapova has a Bachelor of Social Science (University College Utrecht), an LL.M in International Law (Utrecht University), and a Ph.D in Law (University of Amsterdam). She is based in Maryland, United States.
