Montreal Protocol COP 9/MOP 23 convened for its fourth day in Bali, Indonesia, on Friday, 25 November 2011.
In the morning, delegates convened in plenary in order to consider outstanding draft decisions. Delegates agreed to recommend the draft decision on key challenges facing methyl bromide phase-out in Article 5 parties in Africa (UNEP/OzL.Pro.23/CRP.10/Rev. 2) and on ODS for servicing ships (UNEP/OzL.Pro.23/CRP 19), to the high-level segment, for its adoption.
Delegates also heard an update from the Contact Group on Replenishment, noting that the group had not completed its work, and that it would require additional time.
During the late morning and early afternoon, the high-level segment reconvened and heard remaining high-level statements by heads of delegations.
In the afternoon delegates considered the report of the meeting (UNEP/OzL.Conv.9/L.1- UNEP/OzL.Pro.23/L.1, Add.1 and Add.2), and adopted it after lengthy debate by parties on the reflection of the discussion on HFC amendment proposals. Delegates also adopted the compilation of draft decisions (UNEP/OzL.Conv.9/1-UNEP/OzL.Pro.23/1). Draft decisions on process agents (CRP.5), alternatives to ODS (CRP.18), ODS on ships (CRP.19) and methyl bromide
in Africa (CRP.10/Rev.3), were also adopted.
Plenary reconvened briefly to hear a report from the contact group on quarantine and preshipment use of methyl bromide and to establish progress of the Contact Group on Replenishment. No progress was reported. Plenary was then adjourned, and planned to reconvene at 7:30pm.
At 7:30pm plenary reconvened to consider outstanding issues. The Contact Group on Replenishment announced it had not reached agreement. Parties agreed to grant the group an additional hour to negotiate.
At 10:29pm plenary reconvened and the Replenishment Contact Group announced an agreement of US$450 million for 2012-2014.

Highlights for Wednesday, 23 November 2011
The preparatory segment of COP 9 to the Vienna Convention and MOP 23 to the Montreal Protocol convened for its third day in Bali, Indonesia on Wednesday, 23 November, 2011.
Throughout the day, delegates worked in contact groups on replenishment of the Multilateral Fund, ODS alternatives, process agents and feedstocks, quarantine and preshipment use of methyl bromide, ODS service to ships, and the Technology and Economic Assessment Panel (TEAP) nominations.
Late in the afternoon, delegates attended the opening of the high-level segment, hearing addresses by Anak Agung Alit Sastrawan, representing the Governor of Bali, Marco Gonzáles, Executive Secretary of the Ozone Secretariat, and Indonesian Minister of Environment Balthasar Kambuaya.
In the evening, delegates reconvened in plenary to hear reports from the contact groups and consider associated draft decisions.

Highlights for Tuesday, 22 November 2011
The preparatory segment of COP 9 to the Vienna Convention and MOP 23 to the Montreal Protocol convened for its second day in Bali, Indonesia on Tuesday, 22 November, 2011.
During the morning plenary, delegates addressed several matters including issues related to exemptions from Article 2, updating the TEAP nomination process, information on ODS alternatives, and the use of methyl bromide in Africa.
During the afternoon, delegates heard a report from the recent meeting of the Implementation Committee and the recommendations from the Ozone Research Managers. In the late afternoon COP 9/MOP 23 turned its attention to the proposed amendments to the Montreal Protocol, and deliberations on this matter continued into an evening plenary.
The contact group on replenishment convened throughout the day; and contact groups were also established on QPS use of methyl bromide, ODS used to service ships, feedstocks and process agents, the TEAP nomination process, and ODS alternatives.

Highlights for Monday, 21 November 2011
The preparatory segment of the ninth Conference of the Parties (COP 9) to the Vienna Convention and the twenty-third Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (MOP-23) began in Bali, Indonesia on Monday, 21 November, 2011.
During the morning plenary, delegates heard an opening address by Balthasar Kambuaya, Minister of Environment, Indonesia. Minister Kambuaya introduced the draft Bali Declaration which focuses on the way forward for the transition towards low global warming potential alternatives to ODS, and encouraged parties to support it. Delegates also addressed organizational matters and heard reports of the Technical and Economic Assessment Panel (TEAP) replenishment task force.
During the afternoon, delegates considered issues related to exemptions, including nominations for essential-use exemptions and critical-use nominations.
Delegates established contact groups on the budget and replenishment of the Multilateral Fund (MLF).
