Late Breaking News on Habitat II

Delegates spent the morning determining officers for working groups that will negotiate the Habitat Agenda
After a full morning of informal consultations, Habitat II delegates Tuesday selected officers for the working groups of Committee I. Both groups met in the afternoon and began negotiations on the Habitat Agenda, the main document of the Conference. The right to adequate housing, the level of NGO participation and parental rights again generated considerable debate as delegates launched substantive negotiations. The G-77/China said agreement on other sections of the Habitat Agenda would depend ultimately on the satisfactory resolution of text on international cooperation and follow-up.

In the corridors, participants pondered the possible role of the UN Centre for Human Settlements in Conference implementation and followup, while Conference leaders are planning strategy to complete negotiations on difficult issues.

Glynn Khonje of Zambia was elected Chair of Working Group II, the decisions of which could be key to other negotiations

The Third Session of the Preparatory Committee for the UN Conference on Human Settlements (Habitat II) ended in New York during February. Although the spirit of negotiation was good, procedural bottlenecks and the volume of work to be finished produced less than favorable results.

The Earth Negotiations Bulletin has prepared a comprehensive summary of the Third Session of the PrepCom, which includes an analysis of the process to date.
