On Thursday, participants met in high-level panels on safer schools and hospitals, and on disaster reduction and recovery.
They also took part in roundtable discussions on risk reduction education, and creating
disaster risk reduction synergies at the grassroots level.
An informal plenary continued to discuss
the mid-term review of the Hyogo Framework of Action, identifying challenges and best practices in disaster risk reduction, as well as financing and climate change adaptation.
In the morning, former UN Secretary-General Kofi Annan launched the Global Humanitarian Forum's
"Weather Info for All" initiative, which is aimed at improving Africa's weather forecasts in the face of the growing impact of climate change, through the continent's widespread mobile phone networks. The initiative is supported by Ericsson, the World Meteorological Organization and mobile telecommunications company Zain.

(WHO), noted that many victims
die due to inadequate responses. |

Carmencita Banatin, Department of Health, the Philippines, said
damage to hospitals undermines responses to disasters. |
|
Gerard Bonhoure, Ministry of National Education, France, stressed the importance of scientific knowledge as a basis for policy. |
|
|

|
|

|
Sulton Rahimov, Head of Department of Ecology and Emergency Situations,
Tajikistan,
noted that knowledge, skills and competence are necessary to facilitate appropriate citizen action in times of natural disasters. |
|
Zoubida Allaoua, World Bank, announced the official launch of the Guidance Notes on Safer School Construction Developed by the World Bank and the Inter-Agency Network of Education in Emergencies. |
|
Laura Gurza Jaidar, Ministry of the Interior, Mexico,
said her country established hospitals with higher capacity in high-risk
areas. |

noted that the involvement of children is an essential component of
disaster risk
reduction. |

Vinay Kumar, Ministry of Home Affairs, India, said India has the legal framework and mechanism in place for rescue and relief efforts as well as reconstruction. |

assessment. |
