|
Klaus Töpfer appeared via video, stressing the increasing relevance
of CMS to the impacts of climate change on migratory species and the
recent avian influenza outbreaks.
|
Robert Hepworth, Executive Secretary, highlighted the importance of the
COP's guidance on species listings, new agreements, CMS strategic
plan and resources to achieve the 2010 target.
|
Algeria affirmed its intention to join CMS by the end of 2005.
|
Honduras underscored the benefits of acceding to CMS, including poverty
reduction.
|
Bakary Kante, UNEP/DEC Director, reported on UNEP's collaboration
with CMS, highlighting initiatives on MDGs and multilateral
environmental agreements (MEAs), and UNEP/DEC's focus on pro-poor markets
for ecosystem services within the framework of MEAs.

Douglas Hykle, coordinator of the IOSEA Marine Turtles MOU, reported on
the development of an online reporting facility, an interactive mapping
system, and cooperation with FAO to report on the implementation of FAO
by-catch guidelines.

Germany, as depositary and host government, reported on the signing
of a new host country agreement with CMS, and on its contribution to
the "Friends of CMS" initiative.

Lourdes Coya de la Fuente, Cuba, reported on its advanced stage in
joining CMS.
|
Pati Liu, Samoa, stressed the vulnerability of small island developing
states (SIDS) and expressed hope that its recent ratification would
facilitate technical, scientific and financial cooperation.

Ward Hagemeijer, Wetlands International, noted that conservation and
sustainable use of waterbirds and wetland resources require coordinated
action.
|
John O'Sullivan, BirdLife International, asked to be listed among other
partners for the development of a migratory species index in the context
of the Living Planet Index.
|
Colin Galbraith, Scientific Council Chair, clarified that discussions of
"indigenous subsistence use" went beyond scientific issues.

France proposed the CMS Secretariat report on its activities related to
the 2010 Target at the next COP.
|
Rosalind Reeve, IFAW, identified several legal obstacles in applying
the Addis Ababa Principles and Guidelines to CMS.
|
Robert Kenward, IUCN, stressed that AAPGs are not intended to be
binding or universal, and favored their application to CMS.

Working Group on Sustainable Use
|
In the evening working group on sustainable use, chaired by Ian McLean
(UK), delegates expressed support to AAPGs in the context of CBD, and
discussed whether in the CMS context they could be perceived as an
encouragement to consumptive use of migratory species.
