Highlights for Saturday and Sunday,
19-20 November 2011

The Tenth Meeting of the Conference of the Parties (COP 10) of the Convention on the Conservation of Migratory Species of Wild Animals (CMS) was preceded by the Standing Committee (StC) meeting on 19 November 2011.

The First Meeting of the Signatories to the MoU concerning Conservation and Restoration of the Bukhara Deer (Cervus elaphus bactrianus) was held on 20 November 2011. Parties from Kazakhstan, Tajikistan and Uzbekistan, as well as international experts, met to review the conservation status of the Bukhara deer and to agree on future priorities under the CMS Memorandum of Understanding (MOU) on the Conservation and Restoration of the Bukhara Deer. Parties heard that since 2002, when the MOU was concluded under CMS, the overall population of the Bukhara deer in Central Asia quadrupled from 350 to 1620. Parties agreed to submit biannual reports to the Secretariat on progress in implementing the MoU and the Action Plan, decided to review and update the Action Plan and to add Afghanistan as an additional range state to the MOU. The participants concluded the meeting by signing a joint statement with key action points reiterating their commitment to the conservation of Bukhara deer across its range.

The Tenth Meeting of the Conference of the Parties (COP 10) of the Convention on the Conservation of Migratory Species of Wild Animals (CMS) formally opened today in Bergen, Norway. The conference began with a high-level opening ceremony in the early afternoon, and closed for the day with an evening reception.

Highlights for Monday, 21 November 2011

The tenth meeting of the Conference of the Parties (COP10) to the Convention on the Conservation of Migratory Species of Wild Animals (CMS) convened on Monday, 21 November, in Bergen, Norway. Participants addressed administrative and organizational matters and then discussed the future shape of CMS and the draft budget 2012-2014. In the afternoon, CMS Executive Secretary Elizabeth Mrema introduced the open-ended working groups for the meeting, and listed parties who had volunteered to participate in each group from each of the regional groups. The working group on the saker falcon and the joint working group on the budget and the future shape of the Convention met in parallel with the Committee of the Whole (COW), on Monday afternoon. The working groups on the strategic work plan and on marine mammals convened in the evening, following the adjournment of the COW.

CMS COP10 convened on Tuesday, 22 November, in Bergen, Norway. Working groups on the saker falcon, the strategic plan, marine species, the joint working group on the budget and the future shape of the Convention, and the budget working group, with no observers allowed, continued meeting as the CoW addressed a thick agenda of, inter alia, national reports, cooperation and synergies of biodiversity-related multilateral environmental agreements (MEAs), the role of IPBES, budget and strategic plans. In the evening, donors convened at the Donor’s reception.

Highlights for Wednesday, 23 November 2011

CMS COP10 convened on Wednesday, 23 November in Bergen, Norway. While the working groups made progress on some of the outstanding issues, the CoW, inter alia, recommended listing of the giant manta ray, red-footed falcon, argali mountain sheep, far-eastern curlew and bobolink.

During the morning coffee break, delegates watched a short film, by BirdLife International, calling for action to address threats to migratory birds and encouraging support for the resolution on Improving the Conservation Status of Migratory Landbirds in the African Eurasian Region.

Highlights for Thursday, 24 November 2011

CMS COP10 convened on Thursday, 24 November, in Bergen, Norway. CoW Chair Lutalo thanked delegates for their commitment in the seven sessions of the CoW over the past four days and listed 23 documents and 17 resolutions that would be forwarded to the plenary for adoption. He thanked Norway for the organization of the meeting, the Secretariat for the preparations and presentations of documents, the ScC for the reviews and all delegates for their contributions to the CoW. EGYPT thanked the CoW Chair for his role in the meeting and requested that updated resolutions be available before the plenary. Chair Lutalo closed the meeting of the CoW at 17:05. Meanwhile the marine issues and budget/future shape working groups continued their work and the saker falcon working group concluded its discussions.

Highlights for Friday, 25 November 2011

On Friday morning, Øystein Størkersen, Chair of the plenary, invited delegates to the final day of the COP10 to complete the agenda of the meeting. Heidi Sørensen, State Secretary, Norwegian Ministry of the Environment, commended COP10 for its work, and announced that Norway repealed the reservations of all species of whales and sharks on CMS Appendix II and the great white shark on Appendix I including the following species of cetaceans: white-beaked dolphin, Atlantic white-sided dolphin, killer whale, narwhal, pygmy right whale, Antarctic minke whale, Bryde’s whale, fin whale, Sei whale and sperm whale. She stressed that these species would benefit from international collaboration for their management and conservation. Brita Slettemark, Norway, on behalf of Heidi Sørensen, State Secretary, Ministry of the Environment, and Erik Solheim, Minister of the Environment and International Development, congratulated delegates on their work and closed COP10 at 6:30pm.
