Late on Friday evening, the AWG-KP closing plenary reconvened. AWG-KP Vice-Chair elect Adrian Macey, New Zealand, reported that parties had come close to agreement during informal consultations but that some outstanding issues remained. AWG-KP Chair John Ashe, Antigua and Barbuda, circulated revised draft conclusions and after discussing some wordings, parties reached agreement on the conclusions (FCCC/KP/AWG/2010/L.4), requesting, inter alia: the Secretariat to organize an in-session workshop during its August session on Annex I parties’ aggregate and individual emission reductions, which should include discussions exploring a possible enhanced scale of emission reductions; and prepare a paper identifying and exploring the legal options, aimed at ensuring that there is no gap between the first and subsequent commitment periods, as well as the legal consequences and implications of a possible gap.
On Friday afternoon and evening, the AWG-LCA closing plenary took place. No conclusions were adopted. AWG-LCA Chair Margaret Mukahanana-Sangarwe (Zimbabwe) presented the advance draft of a revised text to facilitate negotiations, to be issued as an official document (FCCC/AWGLCA/2010/8) for consideration at AWG-LCA 11. She explained that she did not wish to have a discussion of the draft text and emphasized that the draft would be revised before the next session. In their closing statement, Yemen, for the G-77/China, stressed the Group's support for the AWG-LCA Chair, while stressing that the draft text is "unbalanced" and urging the Chair to restore the balance and better reflect developing countries' proposals. These views were reflected in closing statements by a number of other developing countries. AWG-LCA Chair Mukahanana-Sangarwe declared AWG-LCA 10 closed at 17:45pm. |

The 32nd sessions of the Subsidiary Body for Implementation (SBI) and Subsidiary Body for Scientific and Technological Advice (SBSTA) held their opening plenaries on Monday morning and afternoon. The SBI took up issues including the financial mechanism, capacity building, technology and national communications. The SBSTA considered, inter alia, reducing emissions from deforestation and forest degradation in developing countries (REDD), technology, Nairobi work programme on impacts, adaptation and vulnerability (NWP), as well as methodological issues.
