On Friday, 8 April, an AWG-KP contact group on Further Commitments for Annex I Parties met to continue discussions on whether to proceed with either political or technical issues first. The AWG-LCA informal drafting group continued their discussions throughout the morning and afternoon to resolve the impasse on the AWG-LCA agenda.

In the afternoon, an AWG-KP Stocktaking Plenary was convened and parties were invited to address political issues and the way to proceed. While disagreement persists on whether to address political or technical issues first, the utility of further discussions in a contact group of the whole was recognized. The Stocktaking Plenary adjourned at 5:06 pm. AWG-KP 16 will reconvene in Bonn, Germany, in June.

In the evening, an AWG-LCA Stocktaking Plenary convened and, following the successful conclusion of the AWG-LCA informal drafting group, the AWG-LCA adopted an agenda (FCCC/AWGLCA/2011/L.1) at 8:06 pm. Following closing statements by parties, the AWG-LCA Stocktaking Plenary adjourned at 9:34 pm. The fourteenth session of the AWG-LCA will resume in Bonn, Germany, in June.

On Thursday, 7 April, informal consultations continued throughout the day on the agenda of the AWG-LCA and a contact group convened under the AWG-KP on Further Commitments for Annex I Parties. The consultations and bilateral meetings under the AWG-LCA focused on whether to proceed on the basis of the agenda proposed by either the G-77/China or the AWG-LCA Chair or some combination of the two. At 6:30 pm the AWG-LCA convened in an open ended informal plenary to find a way forward on the agenda. At 6:37 pm, following a proposal by a party, the session was adjourned and an informal drafting group, opened to all parties, was convened.

Discussions during the AWG-KP contact group proceeded on the basis of papers produced by the Chairs containing questions posed by parties, questions posed by the AWG-KP Chair to facilitate discussion and an overview of ideas from the discussions in the first meeting of the contact group. Debate focused on whether to proceed with either political or technical issues first.

On Wednesday, 6 April, the AWG-KP met in a contact group throughout the morning to discuss how to organize their work, no agreement was reached on whether to form spin-off groups and informal consultations will continue. In the afternoon the AWG-LCA met in informal consultations to discuss their agenda, no agreement was reached and informal consultations will continue.

Monday, 04 April 2011

On Monday, 4 April, parties convened throughout the day in two workshops. The pre-sessional workshop to understand the diversity of mitigation actions submitted, underlying assumptions, and any support needed for implementation of these actions, noting different national circumstances and respective capabilites of developing country parties provided to forum for developing country parties to present their nationally appropriate mitigation actions (NAMAs) and respond to questions. The Expert Workshop on the Technology Mechanism discussed the governance structure and terms of reference and the selection process and evaluation criteria for the Climate Technology Centre and Network (CTCN). In the evening a reception for delegates was hosted by the Thai Royal Government at UN ESCAP Headquarters.

On Sunday, 3 April 2011, a pre-sessional workshop on assumptions and conditions related to the attainment of quantified economy-wide emission reduction targets by developed country parties convened in Bangkok, Thailand. The workshop was organized into four sessions, each with formal presentations by parties followed by question and answer periods. The workshop concluded with a discussion on targets, assumptions and conditions, as well as the way forward. A number of parties presented on, and clarified questions related to, the assumptions and conditions underlying their emission reductions pledges.
