On Friday morning, delegates to the fourth meeting of the second session of the Ad Hoc Working Group of the Durban Platform for Enhanced Action (ADP 2-4) under the UN Framework Convention on Climate Change (UNFCCC) concluded discussions in the open-ended consultations on Item 3 (implementation of all items related to Decision 1/CP.17, establishment of the ADP) on nationally determined contributions, transparency of action and support, and other issues.
In the afternoon, the closing session of the technical expert meetings convened for reports by the facilitators of the meetings on renewable energy and energy efficiency. Parties also reflected on the technical expert meeting process and workstream 2.
Closing plenary convened at 5:38pm. Parties agreed to establish a contact group, to begin its work after the opening plenary of the fifth meeting of the second session of the ADP (ADP 2-5) in June. Parties also agreed to an additional session of the ADP, to be held in Bonn, Germany, during the third week of October, before COP 20 in Lima, Peru. Parties then presented their closing statements. The second session of the ADP was suspended at 7:14 pm.

Negotiations continued on Thursday at the fourth meeting of the second session of the Ad Hoc Working Group of the Durban Platform for Enhanced Action (ADP 2-4) under the UN Framework Convention on Climate Change (UNFCCC). Delegates convened throughout the day for the technical expert meeting on energy efficiency and the open-ended consultations on Item 3 (implementation of all items related to Decision 1/CP.17, establishment of the ADP).
In the morning, the technical expert meeting on energy efficiency continued presentations of national experiences, implementing energy efficiency policies and technology. This was followed by a panel on finance, technology and capacity-building, examining support available for enhancing action on energy efficiency. In the afternoon, participants discussed how the UNFCCC can engage on the issue of energy efficiency.
In the morning, the open-ended consultations addressed: finance, technology and capacity-building (means of implementation (MOI)); mitigation; and equity and ambition. In the afternoon, the open-ended consultations focused on transparency of action and support, and other issues related to elements.
On MOI, discussions addressed, inter alia: whether to treat finance, technology and capacity building separately; the role of historical responsibility in finance; and how to leverage private finance. Consultations on mitigation touched on a range of issues, including: whether targets should be economy wide; whether nationally-determined contributions include mitigation only or all elements of the Durban Platform; a mechanism for increasing contributions over time; and accounting rules. During the consultations on equity and ambition, delegates discussed the application of the equity principle to burden sharing in the 2015 agreement.
On transparency, the open-ended consultation addressed possible components of ex ante and ex post systems to assess nationally determined contributions. Discussions in the open-ended consultations on other issues addressed: market and non-market based mechanisms; response measures; and a compliance mechanism.

The fourth meeting of the second session of the Ad Hoc Working Group of the Durban Platform for Enhanced Action (ADP 2-4) under the UN Framework Convention on Climate Change (UNFCCC) continued on Wednesday. Throughout the day, participants engaged in technical expert meetings, open-ended consultations and a stocktaking plenary.
In the morning the open-ended consultations on item 3 (implementation of all items related to Decision 1/CP.17, establishment of the ADP) continued discussions of finance, technology and capacity building, and nationally determined contributions. In the afternoon the open-ended consultations addressed mitigation.
In the morning the Technical Expert Meeting on Renewable Energy continued with discussions on how to address renewable energy under the UNFCCC. In the afternoon the Technical Expert Meeting on Energy Efficiency commenced with presentations by parties on implementation of energy efficiency in their domestic contexts.
In the afternoon a stocktaking plenary convened to address how to move forward work of the ADP. Parties discussed whether to establish a contact group or continue work in open-ended consultations. Consensus emerged around the establishment of a contact group. The ADP will reconvene in plenary on Friday to formalize the arrangement.

The fourth meeting of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) under the UN Framework Convention on Climate Change (UNFCCC) convened on Monday, 10 March, in Bonn, Germany, at the World Conference Center Bonn. In the morning, ADP Co-Chair Artur Runge-Metzger, EU, opened the meeting with UNFCCC Executive Secretary Christiana Figueres calling on parties to use the support of stakeholders as “wind in their sails” to make the session successful and productive.
The work of the meeting proceeded on the basis of the agenda (ADP/2013/AGENDA) adopted at the first part of ADP 2, which took place from 29 April-3 May 2013, in Bonn, Germany. Parties agreed to the organization of work outlined in the scenario note (ADP.2014.2.InformalNote) and gave opening statements. In the afternoon, the open-ended consultations on ADP item 3 (implementation of all items related to Decision 1/CP.17, establishment of the ADP) discussed the issue of adaptation, including: the place of adaptation in the 2015 Agreement; building on existing adaptation institutions; loss and damage; a global goal for adaptation; and means of implementation. The technical expert meeting on renewable energy also convened with organizations and countries presenting on options for realizing mitigation opportunities within the renewable energy sector.
